Rudbeckia seeds will sometimes germinate in late summer or early fall if planted while still fresh. If they don't germinate right away, they can overwinter outside and should germinate in the spring. This would be the way nature plants them.

Typically, gardeners wait until spring to plant their seeds. You could start them early indoors for a head start, or plant them in the garden.

Indoors, they will sometimes germinate without pretreatment, but it usually works better to provide a period of cold stratification -- say about a month. (How to cold stratify seeds.) This simulates winter and primes them to grow.

Outdoors, planting very early while there is still frost and the ground is still cold can work well, too. If you plant later, you would want to chill them first.

I am not sure if you are growing an annual or a perennial rudbeckia. (There are many different types.)

To assure a similar plant and increase your stock, you would divide your rudbeckia -- if it is a perennial type.

I should mention that seed will work well for species and for some seed strains, but will not work as well for hybrids. Your seedling grown plants may or may not be similar to the parent plant, depending.
