Oh my, this is such a serious problem. I hope you are wrong but .... looking like a witches' broom sounds pretty accurate. If it turns out to be rosette disease, it is probably good you realized what you are seeing so quickly.
Virginia Tech has some excellent photos in their Rose Rosette Fact Sheet
The Kemper Center at Missouri Botanical Garden also has some images in their information about Rose Rosette.
You could also check in with your local county extension -- I am not sure where you are located, let me know if you need help finding contact information for them.
In the meantime, I hope you are cleaning your tools after working on each plant.... I am so sorry you think you have found this. Not fun.
