» sharleene - What does it exactly look like?

I work for a landscaping company and I have been trying to improve a client's very neglected rose garden (224 roses.) I came across a deformity that I had never seen before. The blooms appeared too clustered and somewhat misshapened.I thought at first it might be a witches broom? Would appreciate any ideals? Thanks.

Oh my, this is such a serious problem. I hope you are wrong but .... looking like a witches' broom sounds pretty accurate. If it turns out to be rosette disease, it is probably good you realized what you are seeing so quickly.
Virginia Tech has some excellent photos in their Rose Rosette Fact Sheet
The Kemper Center at Missouri Botanical Garden also has some images in their information about Rose Rosette.
You could also check in with your local county extension -- I am not sure where you are located, let me know if you need help finding contact information for them.
In the meantime, I hope you are cleaning your tools after working on each plant.... I am so sorry you think you have found this. Not fun.

Here is an excellent, clear photo of what is meant by irregular reddening of the foliage. Photograph of Rose Rosette Disease Symptom Red Foliage.
