i just need some explaination on how to test for seed viability and also the importance of seed viability.

Basically, if seed is not viable it won't grow. I have written an article with a more detailed explanation of why it might be important and instructions on how a home gardener can easily test seeds and make sure they have an acceptable germination rate.
How to Test Seed Viability.

Now, if this is for a test your teacher may have their own specific definition of viability that they want you to use. Not everyone will use viability and germination interchangeably. Germination really refers specifically to whether or not it will sprout. Some viability definitions go on to include how robust the seedlings will be based on seed quality.....
